I've heard lots of conservatives grumbling about how people on welfare are failing to "contribute to society". Or a mentally ill person who can't work and needs to be taken care of, or somebody confined to a hospital bed, etc., etc. Of course, the argument could be made that they are contributing, I would probably make it myself, but others would certainly see it differently.
