Clearly it's to the social good for poor people (as well as everyone else) not to get fat and ill. The question is, is it reasonable for the government to deploy its welfare in a way which requires (or strongly incentivises) individuals to act in ways which are for the social good.

Being of a more socialist than libertarian bent on this kind of issue – the 'it's for your own good' type of thing – I'd say this is fine.
