What would vetoing it have done?

There were enough votes to override a veto, so the bill wasn't stoppable. But in the meantime there might have been interruptions in funding certain military operations. Also, vetoing means giving up the opportunity to add a signing statement, and it furthermore means your political opponents are going to attack you for not supporting the troops.

What specifically the administration lobbied for in the bill is not exactly clear. The claim that Obama fought to have this in the bill is based off the statement of one senator, as far as I know. Any additional information substantiating that?
