He could have pressured Congress not to include it, threatening them with a veto if they did.

He did nothing of the sort. He just "promised" he wouldn't use it -- after he lobbied to have it added in the first place! Your whole argument kind of falls apart when you realize that it was added at the White House's request!

He's also deliberately attempted to remove a restriction Congress added to last year's budget denying federal funding for future "Fast and Furious"-style gunwalking operations by submitting a budget that deliberately left that out.
