is not subscription based is because fire spreads. The sooner firefighters get on it, the easier it is to put out. In this case, the neighbour was a subscriber. The firefighters watched the home burn until the fire spread to the neighbour's house. At which point they started trying to put it out. But the neighbour's home still sustained damage, which it very possibly wouldn't have if they had started putting out the fire as soon as they had been called.
