I meant that it shows at best a lot of naiveté to think that being in a less populated low crime area like we have here or there in Montanna makes you immune to any of the problems that can be found in a more densely populated high crime area like inner-city LA. It's less statistically likely, absolutely. That doesn't make it impossible, which is the gist I got from that snippet. Whether legislation is the answer or not isn't something I meant to even begin to touch on, apologies for the sloppy choice of words.
