There have been several deaths of kids in homes where they have practically starved to death and been treated appallingly. Look up Baby P or Victoria Climbie.
I think it's more disrespecful to the memory of these kids than it would be to let more of these tragedies happen.
Monitoring closely would work in these cases. I think it should be a last resort extreme measure, but it may be justified in some instances.
