While it is a total invasion, I think that sometimes steps like this are needed. We have kids at my school some teachers have to ring up to make sure they get out of bed, or that we have to call to make sure they're even coming that day. Some of their parents don't give a rats arse.
I don't agree with the costings, and can see why it may seem extreme, but some of these measures may be needed with some families.
