If you're like me and [private], and are typically in bed by 10 or 11PM, then 1AM certainly is too late to be texting us.
But if you routinely arrive home from work at 1AM (or if you routinely wait up for your SO who gets home from work at 1AM), then no, 1AM isn't too late to be texting.
So the "cut-off time" is entirely dependent upon the people involved, and there isn't some global "1AM is too late to be texting" rule.
Gender is irrelevant. People are perfectly capable of having platonic relationships with people of either gender.
Drunkenness is also irrelevant. If a person is your friend, does it matter that they get chattier when they're drunk? If their being drunk bothers you that much, you should perhaps reconsider your friendship with that person, but that's not a decision for any third party to make for either of them.
