That's not an accurate description of how the internet came to be. To the extent that universities and private individuals contributed, it was in collaboration with the government. You realize the universities, in this context, aren't distinct, independent actors so much as they are close partners in research with the federal government--funded by the government and working toward government aims?

ARPANET, the immediate precursor to what we know today as the Internet, was indeed developed in coordination with the government.
But ARPANET wouldn't have even begun without the private entities that first began conceiving the idea of networking and, later, internetworking, all without government. The government owes the success of ARPANET, and we today owe the success of the Internet, to these individuals who came up with these ideas and laid the foundations for ARPANET.
