It seems to be a talking point of his.
"You know, I think it's about envy. I think it's about class warfare," Romney talking about the focus on income disparity. Obama promotes the "bitter politics of envy." Suggesting that rich Americans are under-taxed is "a very envy-oriented, attack-oriented approach."
Beyond Romney, this seems to be a pretty standard talking point amongst conservatives.
"That is, the rich only have "too much" because they have more than the middle and lower classes."
Some people may think that, but generally I think you'll find nearly everyone believes the doctor, the successful small businessman, even the CEO (in cases where the CEO is credited with much of the company's success) deserves the generous rewards bestowed upon them by the capitalist system. That said, it doesn't sit right with many people that there are some Americans who make more money in one month than a median earner will make in a lifetime, and yet pays a much lower tax rate than a doctor pays.
