I think Libertarians would want to tweak and streamline the system. They won't get a chance in hell to do this, as the government sloth and corporate brethren have already coagulated and hardened into the political equivalent of Lead.
I think Libertarians would probably call for cost control in the industry (hospitals and such) through an independent civilian board, state insurance and education initiatives for children up to 17 years of age, and then corporate insurance...not regulated per se, but certainly publicly held accountable for all requests, claims, and lawsuits.
The Hospital wants you sick, the Insurance company wants you well. It's a delicate balance that is it's own threat, should we dare attempt to restructure it.
