Can't say I agree with that as an absolute. In some cases, yes. In others, no. When the government builds out infrastructure, it spurs private development that increases wealth. When the government provides an education to children, it is creating a steady stream of educated workers for private industry to capitalize on. When the government puts research into the public domain, private businesses are able to use it without royalty or license. I could go on.
