Currently businesses are allowed to discriminate against anyone under 40 on account of age. And most lines of work aren't allowed to hire anyone under 16. (Then you have businesses like strip clubs and bars, with even higher legal ages.) If we have "No discrimination, period" it might get bright 10-year-olds hired. I do, however, favor a ban on discriminating against people who are legally old enough and are willing and able but below the magical age of 40.
And on the other end of the spectrum -- that could mean no more forcefd retirement at 70! Cool!
I imagine a lot of the people in Congress, whether drafting these bills or just voting on them, are reluctant to pass an omnibus "No discrimination bill", because they fear it will be used against ageism, whether that will mean business owners can't (a) turn down an acned 16-year-old because "it will give our business an appearance of immaturity", or (b) turn down an octogenarian because "the elderly will be competing for our jobs".
And the ageism issue, along with sexuality, doesn't even get into the issue of a potential future civil rights movement for animals or robots.
