Who knows if that kind of thing is going on? But it probably still is, there isn't really any reason to think that they've changed.
You wonder how you even begin to change a country where this kind of thing is the norm. The problem isn't just with a few people, it's with the police, the courts, the guards, and the whole political system (though you wonder how much ordinary politicians know about it).
