That might be your issue. Also, Windows doesn't like to use more than 75% of your RAM, so it'll cache appdata sometimes.
I'd bump it up to 8GB, for instance my rig runs much better at 16GB than it did at 8GB whehn I'd have Adobe AE and Illustrator and Photoshop open at t he same time, while streaming (and encoding FME) to Stickam.
You're "hiccup" issue sounds more like an issue with power profiles and core parking than anything else, imho.
