As for the notes, that makes sense, since the only way we knew about Haymitch and Katniss' communication was her internal exposition -- notes are a far better choice than some cheesy voiceover, and I would have been really irked if she'd started musing about such things out loud -- Katniss doesn't do that!
But no sleep syrup? What do they do about the "feast", and the medicine Katniss has to go and get for Peeta?
