Parents already pay to give birth to new citizens every day. Legal immigrants already pay to become citizens (immigration lawyers are not cheap). Illegal immigrants already pay everything they have and are often sold into forced labor if they can't pay.

How does placing another fee on immigration really solve anything? Those escaping the poverty or political climate of their native country will still come. Those who are skilled and ambitious will still have to pay immigration attorneys and renewals. Those having babies will still pile on medical debt; whether they pay it or not. Our economy will still be as volatile as ever with an influx of new citizens sending work out side our country. The welfare system will still be an epic failure of a social experiment.

Who benefits from placing a country wide, legal fee on citizenship? Government, lobbiests, the social/economic elite. How does charging even more for someone to become a legal citizen help the blue collar back bone of our country?
