I don't think it would be a good idea for the UK, because I don't think the UK needs more people at all at the moment (in fact I think we need fewer, looking at house prices and pressure on services and infrastructure, plus massive unemployment). But if you're a country that could use more labour and more people in your economy, I don't think there's necessarily anything wrong with attracting only people who see it as a financial investment.

Having said that I would never propose it for my country, because I wouldn't only want the type of arch-capitalist who thinks about life in those terms. But the US is an arch-capitalist country so it would probably work well there.
