Proposed law in regards to 18 yr kidnapping

In the news there is a story about an 11 year old girl who was kidnapped and apparantly held by a sex offender, and HIS WIFE for 18 YEARS.
Besides the how the flying bleep does trained officers miss this, what can the law do to help the situation.

When making law you have to be careful. We all have rights. All people have a right to be safe from searches and seizures from the government, and not have same stolen by other people. Children don't have that right from their parents, nor do they have full rights of adults. They do though have the right to be safe, or the parents have the right to be parents. Bottom line no matter how you look at it, kidnapping is wrong and against the law.

So is their anything the law can do, that can help law enforcement do their job, find the missing children quickly and efficiantly, and not have innocent bystanders caught in the cross fire?

Here is a proposed law: it would have to be done at the state level, as national is just to broad to let the feds run rampant.

If your a sex offender, anytime there's an amber alert, or a missing child within say... 72 hrs police authorities has the right to search your place and property for that little boy/girl
