He won't do 1 because, despite the huge mess that it turned into (due to having to pander to the right in his own party and messing the whole thing up), the healthcare bill is one of his headline policies. It does need significant improvement but the right (and there are Democrats included in that) won't allow that to happen for the same ideological reasons they refused to support the full version of the original policy, and the Republicans are probably quite content with what's actually been passed because they know it is a mess.
