Filibusters used to be like that, but they also used to require a 2/3rds majority to break. When the procedure was enacted that let a 3/5ths majority end a filibuster, they also made it so that a person did not have to be at the podium marathon talking whilst filibustering. So the democrats (or whatever party is in majority) can still make it happen like olden times, but they would need to do so by passing a new senate procedure, not just by enforcing filibuster. I don't have a source for this at the moment, but I'm sure I can find one if you want.
