"Opt-Out" Public Option Getting Closer

It seems almost certain some "public option" government-run insurance plan will be included in the health care bill. It will either be triggered at some point in the future if certain conditions are not met, or it will be created with the ability for states to opt out of it completely. Senate leadership seems to favor this second approach (as do I).

Do you think this is what will ultimately pass? And if it does, which states do you predict will opt out and why?
