The "Opt-Out" Option?

This is the new thing in the health care debate, apparently. Instead of fighting over whether there should or shouldn't be a public option (AKA government-run health insurance to compete with private insurance), or inventing some "trigger" that would create a public option in the future if private insurance co's don't behave, the focus is now on this idea of having a public option but letting states opt out of it if they don't want it.

The more I think about it, the more brilliant it seems. But I'd like to hear your reactions.
