They had him dead to rights at least twice, but let him go -- until guns he bought illegally, guns the store owner didn't want to sell him but which ATF told him to do so anyway, turned up alongside the dead body of US Border Patrol Agent Brian Terry.
Pay particular attention to the end of the article -- gun store owners are supposed to cooperate with the ATF, and when they did people died. What message is the ATF sending them when they feel betrayed like this?
