If torture includes rape then its rape, if it includes other forms of sexual assult then molestation. Alternately it could be physical assult, mental torture and so on..
Torture is a pretty strong word.. it brings the image of inflicting pain on the helpless. When one speaks of 'torture by police' then we know that its not some goon troubling an individual but the system which is supposed to protect him/her abusing that authority which was given to it by these same individuals.
It is a breakdown of the system as protector of our society. Especially dangerous in a democracy with its ideology of the system being directly owned by the individuals.
I feel the person who suggested it is trying to borrow the horror the word rape conjures (like many environmentalists, much to my dislike does)... but he doesn't need to.
