Well given we can't see the future, but in light of the possibility you present, I think the boy should be tried as a juvenile, and, if convicted, spend a considerable amount of time locked away and given education and psychological help. If professionals later believe he's no longer a threat to society and may be a productive citizen, then maybe we've avoided the future in which he goes on as a cold-blooded killer.
