If you're comp didn't update, then you might be using the time.nist.gov time server though Windows, for some reason that server isn't working right (on my XP box). So I set my comp to use time.windows.com and it updates the time correctly.
Older operating systems than Windows XP will have trouble. From Windows 2000 and below (Windows 95, 98, ME), there's no support for the new DST. Well, there is for Windows 2000 but Microsoft is charging for the Windows 2000 hotfix. However, due to the magic of the intarwebz there's other alternatives. Since the DST "hotfix" is really a file that modifies the registry and you could do it with a little copy/paste from here or if you don't want to fiddle with all that, you can download a handy EXE file that will do it for you. You can get that file from this site. Yes, it's unofficial, but I trust it.
There's also [private] available for Windows 98 and Windows ME on IntelliAdmin's page as well. You won't ever see an official DST patch for those OSes.
