It's somewhat technical but the gist is that GPs, instead of being within a particular NHS trust and generally referring people to the local hospital if necessary, are going to be grouped together into consortia which are able to recommend various different 'providers', which could be normal hospitals but they're also opening the door to private contractors. Various suitably evil companies are licking their chops at the potential opportunities, which is never a good sign.
It's one of those things that you can't really tell if it's going to be a minor shake-up or a total disaster until and unless they actually try and do it.
