This system could be set up in seperate societies if societies aren't comfortable with "TUES"...

The filler job could start at 5 in the mornin'. One would have to be there on time or wait 'till the next day. A total of 8-10 hours of effort exerted and not a minute less or no pay and this effort may have to take place in a 9-11 hour period so that one couldn't get their hours over a long period. After 2 hours straight of effort there'd be a 15 minute break (exactly) then another 2 hours straight which would be followed by a 30 minute lunch, then another 2 hours, break, 2 hours then finish (if we decide on an eight hour day). There could be no snacks but only water or vitamins during the breaks and the lunch could be restricted to certain foods. This is fairly unpleasant but bearable, yes? There should probably be some more though just to ensure that no one really wants to do it. Contrasting this job with my current temp cleaning job I'm appreciating mine more but I'd be grateful if there were some filler work right now though because I only worked two days this week and I'm a little anxious. Though I often eat peanut butter and jelly sandwiches and kraft dinner, I'm gonna be eatin' it much more this weekend and next week. You know, you can get blue ribbon (healthy choice or whatever) kraft dinner for 0.80 cents. That's really good. It's a whole meal, you don't even need bread, for 0.80 cents.

In this system we could let businesses, no matter how large and how many people they employ, completely collapse and not worry about the workers or owners. And since they say that through competition we get better... everything, then what replaces that which collapses should be better.

In the system now we have ups and downs. When we're going into a down period the solution is stimulus packages to try and create jobs that are needed only to provide employment for the unemployed. Many of these jobs may be unwanted and cause some destruction or create inefficiencies. Even with this method not everyone is provided with a job to take part in the economy and so can start to lose more than luxuries and start to get hungry.
In the new system the filler job too is needed only to provide employment for the unemployed but causes no destruction and creates no inefficiencies in anything and is constant and, if one follows some rules such as being on time, is assured for everyone.

If people in a particular society are worried about a lack of intellectual and technical skills in their populace then within their society they can fund programs to aid in the increase of those skills among their members. They could fund incentives programs for some of their members to learn those skills.
