Filler workers benefit from the system because they have constant, assured access to work to earn money to then have access to Ps & Ss to try and become rich or even to become independent of the system. This system allows for one to use it to try and get free of it!
Two possible ways to ensure that filler work is most unpleasureable could be to (1) have a set time that the work can be done and have it start early in the morning and if one's late they are denied access and have to wait 'till the next day. (2) Workers could also have to complete a certain amount of hours in a day to get any pay at all, so if 8 hours is required they would have to do the whole 8 hours. If they only do 7.5 hours they wouldn't get paid anything.
The main injection source for new money (perhaps the only one) is the money earned by filler workers...
If an entrepreneur has a business venture but no, or not enough, cash they can seek a loan from the bank (a real type of bank that charges interest and all that).
Initially though "TUES" may need to act as a type of bank and review business ventures and give loans (or just give)... Perhaps, it would initially finance banks to get a banking system set up...
It would be most unfortunate if, lets say, 25% of necessary workers lost their jobs due to efficiency increases and they had to go do filler work... but at least they have filler work. It's virually guaranteed (one has to be there on time and whatnot). And just as importantly the filler jobs allow companies to achieve that increased efficiency which in the big picture can be better for everyone. It may really suck for some whiz kid... technical person, for example, to have to do some filler work but isn't that much better than unnecssary jobs that waste unnecessarily...? (It's not truly unnecessary as it's a method to create jobs but it is a wasteful one.)
Perhaps "TUES" is like a giant bank. It wouldn't give but loan because those who run it need to get paid as well... One of their enterprises is filler jobs...

With filler jobs companies can strive for extreme efficiencey while people don't starve and die from lack of jobs to earn money for food, drink and shelter.
In a state where all necessary and "unnecessary" work is filled and demand stays at a certain level and can be met by supply so that the system doesn't expand everyone's profit increases, some more than others, unless some live hand-to-mouth. Eventually then, some are going to use their savings. They may start a new business venture, demand something new so creating a new market to be supplied or purchasing more of the current Ps & Ss which can increase demand. So constant, unwanted/unneeded growth is not needed for this system but that does not mean that constant wanted/needed growth can't happen.
Essentially, "TUES" trying to expand is doing so because it's trying to increase supply to meet the demands of the people in it. Even if every individual is not demanding,... it may "average out" to that. So, if the individuals are demanding increased supply why shouldn't they help the expansion (to help themselves) by filling necessary positions which enable the expansion? So, why shouldn't filler work be the most unpleasing work in order to motivate individuals to fill those necessary positions...? (The other reasons as well, most definitely.)
If all necessary work is filled and there's no one in filler jobs and there's no expansion or recession everyone must be spending and receiving in such a way as to recoup spent profits (something like that, I guess...). It doesn't matter though if one in this state of "TUES" isn't continually racking up profit to start some new business venture as this person can seek a loan. And I'm thinking that indeed this must be another injection source because if it's not new money then it would have to be... old money. Money that's already in the system. I see a thinning if new Ps & Ss aren't... "backed" by new money... unless these Ps & Ss are replacing other ones... ::shrugs::
One drawback I see from this, at least for greedy business people which could cause a problem for the rest of us, is that... I think the way injection is done now is with stimulus packages which I think are extemely large sums of money given to businesses to create jobs with a fairly large percent of that money going to the CEOs. In the new system there's none of that. Business owners can indeed get richer from filler workers because there's income from what could otherwise be poor people but such income is relatively small and spread over many businesses.
Expansion may only truly be possible with new money. Picture a balloon. It can only expand when more (new) air is blown into it. If more (new) air isn't blown in but the air inside just moved around then there is no expansion. So if new Ps & Ss are added to current ones or if the amound is increased... then the system is trying to expand. If we want it to expand (which we should or else it shoudn't be attempting to expand) we must inject new money... ::shrugs::
