Much to many webmasters' dismay, they recently changed how they handle rel="nofollow" links. Such links will still not be counted for linking purposes, yet they will now sap link credit from other links on a page. This takes away some of the reason for adding the nofollow attribute.
However this remains a crap solution. It actually creates an incentive for a) more wholesale blocking of links in user posts, and b) elaborate work-arounds that muck up a site and waste a webmaster's time.
Just dumb all around. Count a link as a link for crying out loud. Google doesn't want to admit nofollow has been a failure with numerous unintended consequences.
