Terrorist attack in Paris: Will there be war?

As you all have probably heard, yesterday there was a terrorist attack at a concert in Paris that left 100 dead. People are writing "Nous sommes unis" and making their Facebook headshots into tricouleurs in solidarity with the French.

ISIS has taken responsibility.

When Iraq invaded Kuwait, George H. W. Bush went to war in Iraq in 1991.

When Al-Qaeda pulled off a terrorist attack on the United States on September 11, 2001, George W. Bush went to war in Afghanistan.

George W. Bush went to war in Iraq in March 2003 even though there was no terrorist attack to precipitate the war (yet).

Now we have another terrorist attack by a non-state group (like 2001), in a country other than the United States (like 1991). Do you think Obama has it in him to go to war?
